Purpose

Create an environment where teams can become self-sufficient, reducing their reliance on others. Why let teams wait for each other when they can develop self-serve capabilities? This means creating coordination and interface models where teams can complete their work independently, thanks to the mechanisms provided by other groups. With self-service capabilities, teams can streamline workflows, reduce bottlenecks, and deliver results more efficiently.

Notes

Dependencies are not necessarily bad. Actually, there are many good reasons for people to depend on each other. But you have a problem when those dependencies result in value that is not able to flow.
